Why do you say that the figure is running ? Do you have a moving image ?
This looks like me to a still from a Hitchcock movie -- "North by Northwest," maybe ? There are examples of matte painting (on glass) combined with live action. I really cannot see this as a photograph.
What is it ?

The tree clusters all cast very consistent shadows, but the giant building does not seem to have one. It should at least cast its shadow on the yellow awning, or have an edge of itself on the ground that casts at the same angle as the ones from the trees.
(I would actually love it if I am wrong.)
Furthermore, those two yellow cars are not only glued together but they are identical, and also ridiculously long. There is more on my list, but those are the high points.
If its a photo, then it has been retouched considerably. And if it has been retouched, then it has no credibility as "real".

Just noticed that the cast shadow on the trees themselves is even inconsistent from one clump of trees to the next!
One clump of trees is casting a shadow at a slightly different angle than the other. That doesn't happen in a world that has only one sun.
The skyscraper should be casting a hard shadow right over a couple of those trees that are next to it.
Also the figures by the building are casting shadows that are three times longer than their apparent height, when the nearby cars are casting a shorter shadow, in spite of being roughly the same height as a person.
