OW, I think it has more to do with the availability of English speakers in China and Russia, as opposed to their writing abilities. They are probably poets in Mandarin and Cyrillic!

As to the chair, it looks like it is probably more likely American, and I would be surprised if it were anything more than a low-end, 1950s rocking chair. Unfortunately the pictures and description are not very helpful, so it is not likely to get many hits here on a manufacturer.
