It's probably Ray's fault but you should try writing to Herman Miller anyway to see what they say. It's always a good first step. And that's assuming that it's a genuine Herman Miller chair---not doubting your word, but there are tons of people use the term "Eames lounge chair" as a generic descriptor for both the real thing and the vintage knockoffs that abound.
If the chair is actually authentic, you can buy replacement swivel bushings on ebay. You may need a press to install however.
