I've heard the following with regard to this chair:
"Steen Østergaard for CADO
The chair was produced in limited numbers for an exhibition carried out by Poul Cadovious after he purchased FRANCE AND SON in 1964.
From my limited knowledge the chair is by Steen Østergaard."

Easy and hard options
Easy - take it to a car repair garage and ask them to re paint.
Hard - rub lightly!! with a fine sand paper, there is a product I forget the name you can buy in a spray can to help paint adhere to plastic and then respray in the colour of your choice!
