Who built the bridge in Buenos Aires?

The IHT web page today had a picture of some rowers skulling the river in Buenos Aires under a bridge. It looked like one of Santiago Calatrava's cantilever spar suspension bridges, but designed by someone else. Quite a fine piece of design. Anyone familiar with it.

Looks like the new bridge
for bikes and foot traffic over Hiawatha Avenue here in Minneapolis

It is indeed.
Woofwoof's right.
And the bridge looks as wonderful as seen on the pictures.
I think the picture is from the torch relay, where started in "Puerto Madero" neighborhood, in the water period.

In the link, there's other that, not good photos, but nice selection of other good architecture from Buenos Aires.
(Kavanagh building, Banco de Londres, Natinal Library, etc.)
