I believe it's an early plycraft. It's been painted over with what appears to be house exterior paint, has missing bits of veneer, and the back is weak because of de-lamination.
The legs actually feel fairly strong. Is it possible to fix the laminations in the back support enough to make it usable?
If it's not worth the trouble it may end up as garden decoration. (as has the red chair behind it)

Obviously they forgot to put a bumble bee on the flower. You need to finish the painting.

Restore
Try to restore it, if the spine is not cracked too badly.

too far gone
You could measure it's functional life in hours with delamination like that.
You might be able to repair it with some form of reinforcement. Maybe a bent steel plate screwed onto the back. It could be very elegantly done. But it would still be worthless to everyone else.
I have a hovmand olsen chair that came to me so broken that it is un-restorable, and for which I may have to make an elegant prosthesis. It will be worthless, but I like the chair enough to want it to live on.

WHAT I WOULD DO-
I would spray paint the legs black, and the seat red, if it were mine.
