Question: Herman Miller 4-star base

Do all 4-star bases for the Herman Miller fiberglass shells rotate? (caster and non-caster)

Memory says
My memory says I have seen stationary 4 star bases, but I cannot be 100% sure. And my memory says that they were non-caster.

I have...
I have three in my possession. 2 swivel and the 3rd one is stationary. All three look exactly the same but it just doesn't make complete sense that some 4 star bases are stationary......know what I mean? I'm going to try and make it swivel with my muscles ha!

I had one
That did not swivel. I thought that perhaps it might have been stuck due to rust, but it was perfectly aligned so maybe it was indeed stationary.
