I found this picture on eBay
As you can see, there should be a metal block here. The block is about 3/16 inches thick and maybe 3/4 inches long. It is just big enough to keep the bolt from turning. I think this is your problem, but correct me if I am wrong.

would love to remove the "drop back" in my Mr. Chair. Anyone ever find a good solution? thanks

Is your hardware similar to the ones shown on this thread? Plycraft used several different shocks.
