From the photographs does this base look authentic with exception to the horrible blue color that was painted on? Secondly, if I were to change the color should it be powder coated on or sprayed? Thank you

Not Knoll
Looks as if there are holes that connect the base to the
table top via screws. If this is the case, it is not Saarinen for Knoll. Probably Burke or the like as it appears to be vintage. Another observation: The stems for Knoll tables are tapered slightly throughout the whole base whereas knockoffs are completely cylindrical until the flare at the top and bottom. Knoll bases are also extremely heavy so there is minimal likelihood of tipping. Others are going to be lighter weight. It appears that yours has only a small weight in the bottom (hence lighter weight than knoll) and that the stem is cylindrical. I would not put tons of money into restoring this base. Powder coating can get expensive. You might get an automotive place that paints cars to do it. I would find one that will paint a car for around $200 (cheap paint job)
but that paint should be sufficient for the table base. You might also try several light coats of spray paint till all the blue is gone.

If you're going to go the DIY spray paint route
it might be prudent to remove the blue paint first, it'd be easy enough to brush on some gel stripper to remove the blue coat.

Pretty certain it's an Arkana base, missing it's iron base/central metal spindle column inside.
