But are these Finn Juhl? They seem pretty cheap looking to me. A web search turned up a few which look similar but with arms stating they were manufactured by Baker.

american? I remember finding a very similar set once...A little too thick and clunky I think for Juhl. However, they look pretty well made. Also in the style of Greta Grossman.
