Herman Miller for Eames?  

Yes, they are Eames for Herman Miller. The shells are called "La Fonda" and were a collaboration of Eames and Alexander Girard. The bases appear to be from the aluminum group line. Not sure about restoration of the bases they are pretty rusty.

IMO, "La Fonda" chairs need to have the correct base to earn the title. While the shortened version of the standard side chair may have originated with the group specifically designed with Gerard for the restaurant, yours appear to be a later iteration married to contract bases and likely intended for the corporate or institutional market.

There's probably a unique model number assigned to your chairs by HM at the time. Maybe someone else here like Eameshead can help with that. FWIW, the upholstery on the chair in your pic looks to be in very good condition and the combination is somewhat unusual. Color's not especially desirable, however. Also, the bases look like they've suffered long-term exposure to high humidity. They could be successfully rehabbed with some work, though it likely wouldn't help resale value much.

All I know is that it is an Eames "secretary chair" and that it is relatively hard to find.
I agree with tktoo that to be a La Fonda chair it needs to be on the four-column La Fonda base.
