A one-handed tray without much of a rim, if unevenly loaded, seems to invite spills ?

The little holes
are to hold canape sticks.
(Second photo is of a couple of Russel Wright canape trays--nice, huh?!)
Hors d'oeuvres aren't much served on sticks anymore, let alone sticks sticking into a serving dish, but I think it was not all that unusual a few decades ago.

Thanks for the info. I was thinking this could be a Russel Wright tray but I haven't been able to find any others exactly like it. I spent some time with a tweezers getting the broken end of sword sticks out of the little holes in the center. I just wish I could put a name to this. Thanks for the replies!
