Curious who designed this bent wood table base?  

Makes no sense
to me as a table base -- though I can't think of another use for these pieces.
Trying to upholster a concave surface is a fool's errand, as the fabric wants to stretch away from the surface -- as can be seen in the second photo. The correct technique would be to glue the fabric to a foam surface which in turn is glued to the wood.

Why an upholstered table base?

Sorry to hijack the thread, do you have clearer pictures of the two numbers above the table.
The bases look like they where meant for another purpose and then where not needed so someone had to find another use for them, strange but not unattractive.

Not my table.....Borrowed the images from this craigslist add. Maybe they can provide you and the OP with more info. Found it trolling through listings.
