It's impossible to tell from 1 photo..
It's hard to tell what's going on from that one photo, I can't figure the angle of the back/head rest. But from what I'm seeing it might be serve some practical purpose, with a bit more design input than normal. ( as an example - a shoe shine stands, dressing stands, trying on shoes/hats in fancy store, etc...something with a specific purpose)
Maybe it's just me but from the photo angle it looks like the head rest would cut right into your neck. Is it just loose and titled the wrong way or is it angle? If that's how it's supposed to be, combined with the chrome bars and no arm rests, made me think it some sort of unique service function chair. Idk, just can't figure out practical applications of design from that photo without thinking it served a specific function.
