The gauge of the wire has to be sufficient for the current draw (amps) of the bulb, or the cord will heat up and melt. This is why lamps always say the maximum wattage, because watts equals amps times volts (and volts are a standard 120 in the USA), so wattage in this case is a way of stating a maximum amperage for the cord.
