Yes, many upholsterers charge a "cutting fee" if you provide your own fabric. This is because the time they spend figuring out how to lay out the pieces on the fabric and then cut them out is built into the markup on the fabric they sell. So if you bring your own fabric in, they aren't getting that markup to cover that time.
asd, good call on passing on the chair, especially since $200 with fabric is still a very lowball estimate on what it would cost to redo that chair.
