Looks like can be screwed to the floor, so they were probably part of something that moved... maybe a rocket ?

Yes they have holes for screws. A rocket, yeeha beam me up.

A rocket! Or a waiting room at the Department of Motor Vehicles. Somewhere where they don't want people moving the furniture around on a whim, or borrowing it for any reason even if it's just for a party that weekend and they promise to bring it back on Monday.

I can't help with the ID & doubt if these were by a documented designer but who knows. These chairs have very limited use in a residential setting even for a creative adaptive reuse. They have to be fixed securely on the floor making them too static & not very flexible, it does not swivel or rotate, stack or fold or even go up or down. It won't even be useful in a hair salon or a barber shop but I do like rockets.
