I don't know much about your technical or electrical skills but if you can access the wiring housing (safely and carefully), there might be some clues there who made it.
Also, it may not help you ID your lamp but the Taschen book "1000 Lights Volume 1" by Fiell has a brief history on the sputnik lamp and was surprised to learn that the American firm Lightolier is credited for the first early versions. Others attributes the sputnik lamp also to Italian designer Gino Sarfatti.
jesgord, that is one incredible lamp (bulb)! I have to wonder how long something like that might remain available ... if it even still is.
It would help if the OP's photos had included a ruler to provide scale. I suspect the fixture in question is quite small in comparison to typical "sputnik" lamps.
