Looks to be Martin Visser, 1960's.

Yes, I should have said "several online sellers attribute to Martin Visser".

martin visser is very well documented en also sort of copied 

so well doumented  i just discovered it is in fact martin visser (for Spectrum)  sorry for the misinformation
