ideas on this George nelson-esqu bar cart  

Found this bar cart for 3$ over the weekend. Bought it as it reminded me of George nelson in a way and I liked the walnut wood veneer and wheels

Its missing something below the bottom 2 circles on bottom self as there is more holes in frame and its missing maybe a bucket of something in the top?

The frame is nicely made with no welds to be seen and has flathead hardware. There is 2 tension rods under the shelf connecting the sides together per shelf

Ideas to who made it or what I am missing?
