chair with bolted aluminium tubes frame and two-peace looped belt sling seat  

Hi, need a help to identify the chair found on a street near my home, the frame build from thick-wall aluminium tubes fastened with stainless steel bolts. The seat is of two looped wide oilcloth belts slung across, longest of them continues up as a back.The upholster is pretty worn, but all construction seems original, strong and expensively done and may be outdoor furniture as well as indoor. Is anyone seen something like that or / and has an idea about designer / manufacturer ? There nothing wrote on it... Thanks so much for all versions...
