I would guess that it's a hobbyist's work. I like the color and the pattern a lot but the top looks a bit amateurish---uneven and maybe a little crude compared with the rest of it.
I see lots of almost-very-good pottery like this my local thrift stores. I've bought a few of the better pieces because they were cheap and I really loved them, but most of it is just a little bit off as far as technique and/or design.
