It's not an Eames base. They have feet on them, this just has rubber caps on the ends of the metal rods.
I think it's just an older Danish chair with the general look that was popular then. I lived there for a year and saw a fair number of chairs like this. I went to a flea market once where there was a huge lot of chairs similar to this one---very rusty legs, beat-up wood. They had come out of a school, I think. They were super cheap and I was tempted but I passed--too much work to get them looking good and I had no real need for them myself and no outlet for reselling them there.
The thrift stores always seemed to have at least one of these old knock-offs. Oh, and the big box hardware/lumberyard/homegoods stores and Costco-type stores sold new knockoff Jacobsen 7 chairs! They were everywhere!
