I have not been able to pin down a designer or even a maker for your lamp. In actual fact I have not even found the same lamp and believe me I have looked!!
Found some bedside lamps with the same base.( image 1). Simply described as stilnovo style diabolo lamps.
It would help if you could tell us what materials are used in the lamp and the shade, apart from the obvious brass bits.
Is the base glass, plexiglass or metal ?. And as you have posted only one photo I can only guess as to what the shade is made from. Perspex ? Acrylic ? The black piece on top is that metal? And finally can you share a pic of the bulb holder/socket if that is possible?
