It seems to me that a competent clock restorer could easily fabricate an accurate and reasonably priced facsimile of the missing hand. There's not a whole lot of "design" to the original.
I just did a search for replacement clock hands and the first site that popped up has a "stick" style set of hands in brass for only $2.50. The length is 4.25"---no idea what you need but if it was that easy to find the right style in the right material, maybe it won't be too hard to find them in the right length, too. (It was esslinger.com)
edit: Rockler has some with more detailed measurements. And PS, bright brass is usually lacquered--just remove the lacquer with nail polish remover and the brass will darken in no time to match your clock.
