My best guess is that someone rewove the seats and used staples to keep the side wraps in place as weaving progressed. The wraps have to be packed really tightly on the rails, and the cord doesn't stay put where you want it. Some people use clamps, others (like me) just keep pushing it back into place as they go, and I guess this person stapled it here and there.
That's just my best guess, however.
Do you get how the side rails are done without nails? Instead of looping the cord on the underside of the rail and bringing it back up to go across the seat again, you pull it around both rails, then bring it in between the two, then down around the bottom rail again, then up between the two and THEN across the seat...or something like that. It's a figure 8, essentially, around the two side rails.
When you do figure it out (and you will--you'll have a big eureka moment), your next challenge will be to keep the 50-60' length of cord from getting all tangled every second or third pass. I'm still working on that one.

Thanks All, After reading your messages and reading over the Caner's Handbook again, I FINALLY got it. I just had it stuck in my head that nails, nails, nails is what I needed. HUGELY relieved that I don't have to hammer in all those nails.

HELP. Wondering if my cord is too thick?
I think my question is mainly for Spanky. I ordered a spool of the laced danish cord- 1/8" from Franks Cane and Supply. After spending HOURS trying to weave our first chair my husband and I are almost positive we received the wrong cord. We finally arrived to the side to side weaving and can barely weave 3 rows. The cord leaves huge gaps and cannot be placed in aligned rows. I'm wondering if we received the 3/16" cord by accident. Our receipt says 1/8" but I saw that there is a larger diameter available on the website and ours measures significantly larger than 1/8". After reading all your posts I did not think this should be this difficult, especially for my husband who is a woodworker. I have emailed Franks and I'm hoping they can exchange.

It sounds like you did get the thicker stuff by accident. The 1/8" is exactly 1/8" in diameter, and yes, it would be impossible to do more than a few rows with cord that is too thick. You'd have to skip every other nail or every third nail, I would think. And space the front-to-back strands farther apart, too.
See if they'll just send you a coil of the right size without you having to return the first one since shipping will cost as much as the coil itself and I don't think they can resell it since some of it was used.

Just finished a chair using...
Just finished a chair using the halfway forward/ halfway backward technique that Firkel suggested. Very pleased with the result as it eliminated any gap at the front and back rails. Also, the later weaves, which get tight to work on, are easier in the center of the chair than in the back. Lastly, adjusting the weave at the end was a much shorter/easier process. Thanks Firkel!

Does this look like danish cord?
I emailed them and they said they do not carry 3/16" spool of danish cord, so now I am thinking it is something other than danish cord, as it does measure 3/16". Here is our 6 hours of labor that couldn't go any farther! They told me to call to discuss it further and with a 5 day work week I haven't had a chance yet!

Nope
That's paper rush.
Danish cord has very visible plies. (Plies are individual strands twisted together to make the cord.)
Rush is just one ply.

If they want you to return that spool, I would insist that they reimburse for return shipping since it was their mistake. (Unless you checked the wrong box on the order form, then...oops.)

You can see the plies here. One of these plies is the same as the paper rush, just much smaller in diameter.
Plied cord wears better than unplied rush plus it's a lot more flexible! You could weave your seat easily enough with the bigger diameter Danish paper cord, it just wouldn't look like the originals. But this paper rush--yikes.

Thanks everyone.
I'm glad we figured it out. It was VERY difficult to weave this chair. I kept telling my husband that everyone on this forum said it was doable. My receipt says Danish Cord 1/8" laced and I still have it, so I know we didn't check the wrong box! I also ordered danish nails with it which they sent. I really hope they will exchange and reimburse for shipping. This spool wasn't cheap! I will give them a call Monday. Thanks again.

Danish Cord on its way!
Finally talked to Frank, and once I sent him a picture of what I had, he immediately was apologetic and has a danish cord spool on its way. He seemed baffled how the rush made it in the box instead. He is also going to send a carrier to pick up the old spool, so I don't even have to ship it. Can't wait to get started for real on these Moller chairs.

You might like this story spanky.
I recently bought a set of rosewood Moller 78 chairs with some not-so-great upholstery with the intention of stripping them down and weaving them in paper cord.
To my surprise as I was removing the fabric off the first chair I found out they were originally woven in flat leather strips! Seems to be in great condition with the exception of the edges which have some foam stuck on (need to figure out how to safely remove that).
I remember you mentioning some chairs with the leather weave earlier in this thread spanky so I thought you might get a kick out of that.

Wow!
That makes two sets now! I wonder if these were just special order? Maybe an experiment?
How wide are the strips? The ones I saw were pretty narrow, like 3/16" or so. I thought they were rattan until I looked more closely.
