I have what I believe is a Gio Ponti ladder back chair. It is 51 3/4" high. The seat measure 16 1/2" wide at the front and 13" wide at the back and is 16" deep. A decal on the inside of a front leg says "MADE IN ITALY". The rush seating needs repair, but I am hesitant to have it replaced in the event it detracts from the value. My questions are:
1- IS this a Gio Ponti piece?
2- Should I have the rush seating replaced or repaired or neither?
3- What is the value of this chair?
4- If I decided to sell it, should I sell it As-Is, and where is the best place to sell?

It looks like danish cord
not rush. And I am not familiar enough with the market for the particular chair to tell you whether to sell it as is or not.
But I am familiar with weaving danish cord. And the damage looks minimal enough that there is a high likelihood it could be repaired with some old danish cord that would match the color. I keep a bunch of old danish cord from old seats for just this reason. The broken strands would be clipped back to behind the stretcher and tacked on or possibly tucked under, and the "new" cord continued from there.

Definitely paper cord
and you won't hurt the value of the chair by removing the old cord and having it redone. Chairs get new woven seats all the time.
You could splice in some replacement strands but the paper cord will continue to break at points of wear if you use the chair. I'd just redo the whole thing.
I don't know about the value at all. It's a neat chair!
