I think 'new art' may be...
I think 'new art' may be a contradictory term these days, especially with clocks. Sorry, just a passing thought.

In this case the "NEW"...
In this case the "NEW" modifies the noun "CLOCK." The clocks are new. They are freshly designed by Black Forest artists seeking to redefine the Cuckoo Clock. Check out the website:

Baroque Modern, Bucolic Modern, Victorian Modern, Ornate Modern? Your perspective?
Some possible descriptions I'm thrown out there for these ornate and lavish "modern" designs becoming quite common.
