I would say miniature decorative garden tools, like a gift item for a gardener to have on his or her desk. (The pointy thing is for making holes for seeds, called a dibber.)

It's an interesting idea and you might be right about it even though the shovel does not really look like one and the tools fit perfectly into the hand which makes me think that they are made to be used.

Ah---terrarium tools, maybe? I could see them being made nice enough to have out on one's desk next to the terrarium.
Other sets show a dibber type thing.

My first thought was "executive gift" little zen sand garden implements.
I was fascinated by the "executive gift" section at the store when I was a child, miniature pool tables and Newton's cradles and strange little games and whatnot. Most of these things had stick-on velvet on them someplace.
