I'm flabbergasted.
It looks like there are no leg holes in the DWR photo? They also appear to be two different chairs, looking at the glides. I would like to see photos of the chair alone, from different angles.
The placement of the putative leg holes does not leave much space for posterior support. And the leg holes themselves would appear to be rather small (not enough room to fit ones feet through?)
Regardless, this thing is really messing with my head. So I will concede at the very least, WTF.

The first three photos that spanky posted appear to be the same chair, but there are no leg holes in the DWR photo. Perhaps the owner acquired the chair and added the holes.
The last photo is a different (newer) chair. Hard to tell if it's the same kid or not (similar clothes and hair).

It's by some guy named Tim Peet who is part of a group called Eames Hack (link below).
It doesn't look like you could whip the kid out of there very quickly, like if he was choking. And it doesn't look comfortable at all. A lot of things like that are considered when designing real high chairs, though admittedly most of the time the end result is ugly.
The tray on that thing is also not at table height, which means it's not very useful if you dine at the same time as your kid.
Different glides---they may have made more than one model.
