It depends on room size. If you want to go with scientific approach by calculating room dimensions, desired brightness levels (lux levels per sq metre) depending on the task being performed, you can do that.
A simpler way is to start by checking your existing light fixtures. A standard 36W tubelight gives out about 2400 lumens of light (67 Lm/W). If that brightness is OK for you, then look for an LED tubelight that gives out that many lumens. A good one is Wipro 22W 2400 Lm (109 Lm/W). If the room size is smaller, then you could go with Eveready 18W 1800 Lumen or Syska 16W 1600 Lumen. These are the well known branded ones. There are other lesser known brands, but their tech specs are questionable.

Similarly, bathrooms, front porch, stairs, parking areas etc can do with LED bulbs instead of tubes. 3W or 5W is more than enough for bathrooms. If you need more specific information, feel free to PM me.
A floor lamp is important for room decoration. In the dark room, we really understand the importance of the brightest floor lamp. We can use the floor lamp in the absence of natural daylight. I have read this article about the importance of a bright floor lamp.
