I've seen various Gunlocke...
I've seen various Gunlocke chairs with all the components (separately) that your chair has, but a quick google search doesn't turn up your exact chair. Still, Gunlocke made like 20 different chairs which were all minor variations on a single theme. If it's American, I'd guess Gunlocke.
