dowel base  

there is a guy on ebay
seller ID is "depury". His dowels bases look really nice, much nicer than Modernica, but I've never bought from him so I can't vouch for them. Only stationary, no swivel dowels.

I've met and dealt with him in person. He is reasonably priced, and I have had no complaints about his products. He knows his stuff.

Are the dowel bases supposed to have the plastic tips on the feet? I have never noticed this before...

Yes, but....
I've seen a few originals first-hand with original plastic glides, but the plastic that was used on the originals looks like a translucent amber colored resin, rather than white. Perhaps they get that way with age.
There are also originals with the "domes of silence", but I've personally found them.... yet:
