is this chair really a Wegner?  

Issues
There are a few things that look wrong to me about those chairs. In addition to the seat back supports, I think even the upholstered version has an exposed wood back, just the front is covered. Likewise the seat, the upholstery should just be on the surface, with the bent plywood shell visible from the edge and bottom. The arms look too thick in profile, and I don't think that visible dowel should be there, plus the front legs should be rounded when then come up to the top, not blunt or flat as those appear to be.

Back is all wrong
The back is all wrong. The verticals should be tapered and rounded. A nice attempt at a Wegner, but missing the poetry.

Some one got inspired
The chair to my knowledge did not come in varnished finish and certainly not with the back upholstered like that.
Here is an original version which has the seat and back upholstered.
