it could also be a spoon...
it could also be a spoon rest. when your cooking you can set the spoon that your using (typically coverd in someting, i.e. sauce, etc...)in it and it keeps your countertop clean.

I vote ashtray. Seems that everything in the 50s-60s was a potential ashtray, even if it wasn't designed to be one. Although, it would make a smashing pipe rest, which is at least tobacco related.
