I'm very jealous.
I would bet that it is by Sarfatti. I have seen other designs by him with those same acrylic shades "sandwiched" together like yours.
Confident it is not Mouille, his have a very distinctive aesthetic. And while Guariche did a lot of articulated designs every one I've ever seen was a floor or wall lamp, not a ceiling fixture. Also, the shades on his lamps were almost always more expressive free shapes than the round and cylindrical forms on yours.
