It looks like it was both meant to hang and sit on a surface (it has hardware to hang it from the top and rubber nubs on the bottom). I was just wondering if anyone has seen something like this before.

Perhaps it is an advertising...
Perhaps it is an advertising piece, with the blank area meant to have been filled with a logo, like "Pepsi"?

I think it did come out of a bar. It looks like it has some sort of remnants left over from a sticker or something below the last word. Do you think its from the 60's or 70's?? It looks like it just based on the overall appearence and the electrical wiring looks really old. Thanks so much for the article!

Looks familiar
I've seen that before. If not that very design some pieces quite similar.
The hands look very derivative of the hands on Nelson clocks.
