I think it's contemporary
... not vintage. But it looks like the wine bottle holders that are common today. You put a bottle in the hole by the neck and it balances on the holder/ stand when your put it on the counter or table.
I assume that the cork circle is to rest the bottle after you have opened it.

If loft24 is correct, I like it much better. It's like a palette for your cocktail, which would make you like a booze artist! The more you drink, the more creative you become!
On the other hand, if a bottle of wine will balance in the hole, feel free to bury it in your pantry or closet until your friend visits next. Then you have to take it out and display the wine you will use to help make witty conversation with them until you switch to hard liquor and get into a heated political discussion.
