Did some background research on powder-coating Bertoria, Salterini style wire settees here on the forum and elsewhere. Contacted a local shop, and they said rust will come back after blasting & coating.
Is there a sure fire way to "kill" the rust? Or neutralize it in the long term (10+ years)? It is essentially a "virus" for metal isn't it? Who wants to spend $400 powder coating only to do it again 5 years later.

Simple - the shop you spoke to are wrong. If rust is some kind of deadly 'virus' affecting ferrous metals then there would be no 150 year old metal bridges or structures left standing would there? So if you blast them clean and coat them they will be fine - for as long as the coating is fine. If the coating is compromised (cracked or chipped etc) and moisture allowed to reach the base metal then of course they will rust.
rust needs oxygen
since rust is actually iron oxide, iron cannot rust without oxygen. if the coating used will keep the iron free of oxygen, by definition it will also be free of further rust.
of course, if there is a failure in the coating itself or in it's application to the extent that it exposes the iron once again to oxygen, it is again subject to corrosion.
as i understand it, it's really about that simple.
