Could you post a photo of the damage? If the veneer layers are separating from water damage, it is sometimes possible to use glue and clamps to repair it.

Even without access
to the mould that formed the pieces, most moulded laminated wood can be repaired by opening the two sides of the angle to a larger angle than the original. This will open the space of hte two or more parts that de-laminated. With the help of a thin piece of veneer you put glue in that space. Do not use any two component glue that will become brittle. Regular VA based wood glue will do. Put pressure on the parts by closing the angle more than the original angle. When dry it will come back in the original position.

From the original post I had assumed the damaged piece was the edge piece on the outside edge, and did not realize it is the one that supports the cross pieces for the chair. That does look like some pretty significant structural damage. It is hard to tell for certain from the photo, but the wood layers do look fairly well munched up. The damage does appear to at least be out of sight. I would think that a carefully performed repair using glue could make the chair fully serviceable, but it might require taking the chair apart.
