Need help identifying this cone chair---PICS!

Hubby came home with this unusual cone chair today. We have no idea who made it...My first thought was Pierre Paulin, but this seems to be an obscure piece so I have not been able to find anything. Please help if you can. The chair completely swivels 360 degrees & looks to be european in origin.
