Hi Janey, my comment was meant for you 🙂 I would say it could be Norwegian from looking at the base - the base even has a vague similarity of the Eames mechanism on Eames ICF produced chairs (Italy) just to confuse matters further! Afraid that is all I can help with sadly, good luck in finding out what it is.
