I want to buy a vintage Copco enameled metal tea kettle. On eBay there is almost always damaged enamel on the inside resulting sometimes in rust and crud. Can this be repaired? DIY? Peace

It's not a DIY project.
The enamel is powdered glass that is fused to the steel at a very high temperature. You could probably get it re-enameled but that would cost more than a vintage one in excellent condition. They're out there, you just have to keep looking.
I built up a nice collection of Copco enameled cast iron and a couple of enameled steel pieces just by hunting on Ebay. It took about 6-8 months or so but I found everything I wanted, free of chips and even in the colors I liked and prices that weren't through the roof. You just have to be patient. Etsy is another place to look.
