Clearer and more pictures please.
I would love to see the top of this vase. In doing so, I could tell if the form of the vase was designed by Elsa Fischer-Treyden. A number of Vasarely patterns were placed on her one style. it looks like Vasarely to me but I need to see better pics. I have collected a lot of Rosenthal Studio Linie pieces by Tapio Wirkkala over the years, and I can tell you that they were not always marked with the name of the designer. Generally, Rosenthal would impress the model number/ size (not always) of the vase above the green Rosenthal hallmark for identification purposes. You mention that you see a number 10. Where is that located?

Should a production company still exist (Rosenthal), I always go to the source first.
I received help with identification from Rosenthal Germany. They were more than helpful, providing full designer identification, production dates and pricing at the time in Deutsche Marks (I only requested designed information). They were the "best of the best".

The #20 is the height of the vase in cm. The number before the backslash is the model number. I am stumped with respect to the number 10. I checked my collection, and none of my over 50 Rosenthal/Wirkkala vases has such a number. The vase is a Fischer-Treyden form if that helps. I am still leaning towards Vasarely. Watch me eat crow.
As suggested, check with Rosenthal Germany. Rosenthal USA is not much help.
