Getting rust off an Eames fiberglass chair

Hi-
I am trying to restore an Eames shell chair and I was wondering if anyone had any suggestions for getting rust and what must be oil based paint off of an Eames shell chair.
It appears to have had a metal can of something resting on it for a spell leaving a thin circle of rust on the seat. It also had some paint on it but only some of the paint splatters would come off (latex) there is one specific splatter pattern (I'm turning into Dexter over here) that is not coming off-so I suspect it is oil based?
Has anyone been successful with solving this problem? Is there anything safe that I can use to get the rust and the paint off?

A cleaner that is used in the inustry and which was given to me by my upholsterer fr cleaning leather, plastics etc. Now the name I forgot, but I can find out. It is not named, just numbered, raspberry coloured and quite safe really

I've sanded paint off of shell chairs before. You can do it by hand or I use a Black and Decker 'Mouse' sander with fine grit paper. If the rust isn't too deep that might help, or try a company called 'Eco Safety Prodcuts'. I used their Polyurethane Stripper to remove glue off of a shell chair wth great results. They might have something to deal with rust.

maybe CLR? Supposed to be safe for fiberglass (tubs & showers etc)

After you sanded out the rust- did you have to use Penetrol or something similar to restore the sheen?
These were all helpful suggestions, thank you for your help! I will let you know how it goes!
