I dont know who it is by butit looks like an office piece to me? the last picture looks like it has been refinished and not very well if you do go for it check it over carefully.

I've seen a rosewood sideboard before with the same chrome legs with a rosewood tip and it had a plaque inside saying it was Belgian. I can't find the image now but it was a circular plaque with a tree in the centre and the company name going around the edge.
