Not sure on the designer, but that logo is from the 'Utility furniture scheme'.

as Nick says, from the war time (and post war) CC41 'Utility' rationing scheme to limit superfluous decoration and use of excess materials in austere times.
It was also applied to clothing and a lot of decorative and household products, including glass.
Several designers and manufacturers were at the core of the scheme, including Gordon Russell and Howard Keith.
That's not to say your chair is by either of them.
