Sadly it's true
My new company, being wholly internet-based, receives offers to represent and sell our products all the time...if only we will help the dealer establish credit in the US. Big sums of money are offered for us to put on account for them. These offers are always scams and they always originate in the african continent. It's sad and feels prejudiced to say, but it's true.

I'm so...
Africans Love Scams
I'm so sorry but Ive had a few glasses of wine and couldn't resist. Now thats an unhelpful generalisation!
I did meet a fellow (Alexander Loterstzien) a couple of years ago who was going around to African villages where craft sales were important to the local econonmy and giving them design advice. (ie beeded bracelets in black and white only etc)I was impressed with his motivation and charity but also felt a little uncomfortable about the whole thing.
Africans Love Scams.......
I don't know about the whole country of Africa
but what i have read : NY times, Heard:
NPR, seen: NBC dateline they sure enjoy a good scam and the country of Nigeria
is known for it ,
If you noticed i sighted every source and any reader can go to there respective web site to verfiy. I did this so some forum reader won't say that I am raciest and have a bone to pick with Nigerians
Best Defense
The best defense is a good education about the ways in which scams are presented. Every time I put an item on craigslist for sale I recieve 3-4 false offers on it. Craigslist has taken the initiative to do a very comprehensive educational page on their website. Its worth checking out.
While the majority of scams I've encountered have involved Nigeria I've also had some recently that involved Alaska, a cruise ship in the Carribean, and a local address where the occupant was simply "out of town". Basically any distant place, or any time when you cannot meet the person face to face.

Please.......
This is a very small minority in a fairly small country on a HUGE continent
I have Nigerian friends that are horrified by the scamming that goes on, purportedly, from within their country.
Don't refer to Nigerian's or 'Africans' as scammers - It's like saying everyone in Tennessee is in the KKK
