It's obviously been painted over post facto, but it shows all of the details ( I think) of the Kofod Larsen Settee. Two things are making me question whether or not this is a Kofod: 1. No label 2. Weird elastic pattern.

The non-elastic straps were added later after the original fagas straps hardened and began to fail (you can still see 4 of the originals in the photo)
You can still purchase the original fagas straps online if you plan on restoring the settee.

I would guess that the metal bar is to add strength. The elastic webbing exerts a constant, strong force on the wood frame and it needs something extra in the middle to keep the long sides from bowing inwards over time. The way it is curved away from the seat keeps you from feeling it when you sit. A flat piece of wood on the frame would be felt through the cushions.
I found replacement Fagas straps by doing a quick Google search (link below). Be advised that the wood grooves in the frame are often so worn that the metal clips won't stay put when someone sits in the chair. If that's the case, you can have an upholsterer staple elastic webbing directly to the frame. It's not as pretty as the original, but you will be able to sit without fear of ending up in a sinkhole.
