This
looks close to a one-off to me -- a design exercise, a prototype, or even a "work of art and craft" -- very nicely executed, to be sure, perhaps by a student or a journeyman metalworker. The eye is pretty clearly a glass marble; is there another on the far side of the "beak" ?
